It’s free for all Romanians from 92 localities. Why will the residents benefit?
It was announced that free cadastre will be done in 92 localities in 26 counties of Romania.
In this sense, the National Agency for Cadastre and Real Estate Publicity (ANCPI) has initiated an open tender procedure for the purchase of systematic registration services in the integrated cadastre and land register system of buildings in 92 administrative-territorial units (UAT), out of 26 by counties.
Financing from European funds
The general cadastre works will be free for people, the financing being provided from European funds, through the Regional Operational Program 2014-2020 (POR), announces ANPCI through a press release.
“ANCPI, an institution subordinate to the Ministry of Development, Public Works and Administration (MDLPA), published, on May 19, 2023, in the Electronic Public Procurement System (SEAP), the announcement with the number CN1055374 – Systematic registration services in the integrated system of the cadastre and land register of buildings in 92 UATs, through the Regional Operational Program – Major Project on “Increasing the degree of coverage and inclusion of the property registration system in rural areas in Romania. The public procurement procedure is carried out in lots, each commune representing a lot. The estimated total area of the communes related to the 92 lots is 330,705 hectares”, the statement states.
What comes next?
The procedure is to be completed with the conclusion of a multi-year contract/lot, while the estimated total value is 142,914,072.76 lei (without VAT). Also, the deadline for submitting offers is June 26, 2023.
The approach of the authorities is part of the project “Increasing the degree of coverage and inclusion of the property registration system in rural areas in Romania” and complements the objective of the National Cadastre and Land Registry Program (PNCCF) by carrying out systematic registration works in 660 UATs located in rural areas of Romania, in an area of 5,758,314 ha.
What is the total value of the project?
The total value of the project is 312,891,155 euros, of which 265,957,482 euros are non-refundable external funds from the European Union, plus 46,933,673 euros, representing co-financing from the state budget, ANCPI also announces.
Currently, among the 660 communes that benefit from European funding, in 487 of them systematic property registration works are being carried out, and in others 70 have been completed, informs the National Agency for Cadastre and Real Estate Advertising.
