If you want to sell your car starting next year, find out that the law is changing, so you will need an additional act from RAR, as you will find out in the following.
More specifically, Law 142/2023, which regulates the details regarding the electronic register of the history of road vehicles registered or registered in Romania, was recently promulgated by President Klaus Iohannis and published in the Official Gazette on May 26.
Consequently, you will have to take it into account, from now on, if you sell or, equally, if you are considering the purchase of a car.
What the new law, promulgated by President Klaus Iohannis, provides
According to the law, Article 1, the Romanian Auto Registry, hereinafter referred to as RAR, establishes and manages the electronic register of the history of road vehicles registered or registered in Romania.
Regarding Article 2, it provides that “the Register is made up of the information obtained by RAR on the occasion of the services performed by RAR that involve the identification of the road vehicle, or on the occasion of carrying out the periodic technical inspection within the RAR representative offices or periodic technical inspection stations authorized according to the legislation in force, from the information sent to RAR by the workshops for the inspection of tachographs and/or speed limiters authorized according to the legislation in force, from the information sent to RAR by the economic operators authorized according to the legislation in force who carry out repair, maintenance activities , of functional adjustments, constructive changes and reconstruction of road vehicles, hereinafter referred to as authorized economic operators, as well as from the information sent to RAR by road vehicle manufacturers, their authorized representatives, importers or distributors of new road vehicles”.
In other words, you’ll need a history of the car you’re trading in so that the potential buyer knows exactly what they’re buying from you. If you are the buyer, obviously this law will be of great help to you.
All will come into effect in the fall of 2024.
