New negotiations between Prime Minister Ciucă and trade unionists from Education. What are the teacher requirements?

The teachers did not accept the Government’s offer, and on Thursday, new negotiations are taking place with the trade unionists in Education, The meeting takes place right after the Government meeting in which the GEO with the promised increases will be approved – the emergency ordinance provides for an increase of 1,000 gross lei, monthly, for teaching staff, and 400 lei gross for non-teaching staff.

Prime Minister Nicolae Ciucă’s main statements before the meeting with trade unionists

Update ora 12:15: Prime Minister Nicolae Ciucă stated that it is necessary to recognize the role that education has in a society and conveyed that the Government approves the ordinance that provides salary increases for teachers,

“As Prime Minister, in a temporary capacity, but also as a parent and grandfather, I know how important it is for children to be protected and encouraged to develop. Education is the only way through which children can evolve in life, in a society where it really knows the role of learning. Without school, evolution cannot be possible.

Today, authorities, parents, teachers, we are obliged to act in such a way that we recognize their right to education and that they benefit from everything that the right to school means. I am convinced that after these almost 2 weeks in which we met with the leaders of the union, of the parents, of the children, we all understood that we need to recognize the essential role of education”, declared Nicolae Ciucă.

New discussions with the Government

According to the Prime Minister’s agenda, the Government meeting is scheduled for 12:00, and the meeting with the trade unionists from Education was set for 12:30.

A new round of negotiations takes place today after yesterday the teachers refused the proposal of the Executive. Yesterday the leaders of the coalition and the Minister of Education also met with Klaus Iohannis who offered to be a mediator in this crisis. Although both Prime Minister Ciucă and Marcel Ciolacu were optimistic about the offer made, the trade unionists announced last night that the teachers do not accept.

The teachers want 2,000 gross lei per month, and not 1,000 as the Government wanted.

What was the Government’s offer?

In Thursday’s meeting, the Government will issue an emergency ordinance that will provide for an increase of 1,000 gross lei, monthly, for teaching staff, and 400 gross lei for non-teaching staff. Moreover, the salary of a debutante teacher will increase up to 4,000 lei, but in stages.

• 1,000 lei gross fixed amount for teaching and auxiliary teaching staff (this amount will not be the basis of calculation for management, merit grading, special research, etc.) 400 lei gross fixed amount for non-teaching staff (in the same way, it will not be the basis of calculation for other salary elements)
• The basic principle for the new grid is that the beginner’s basic salary should be equal to the average gross salary in the economy and the other salaries will be correlated in relation to professional grades/steps and seniority.
• The law will be applied in three stages, in the first stage (January 1, 2024) 40% of the difference between the income from December 2023 and the final salary will be granted upon full application of the law.
