The National Integrity Agency sent a notification to the DNA in which it shows that Robert Negoiță, the mayor of Sector 3, would have committed crimes similar to acts of corruption, false statements and would have used his position to favor some people. According to ANI, several companies where the mayor’s relatives hold positions concluded contracts with companies under the control of the Sector 3 City Hall during Robert Negoiță’s terms of office. The mayor denies the allegations.
The National Integrity Agency notified the National Anticorruption Directorate regarding the existence of indications relating to the commission by Robert Sorin Negoiță, Mayor of Sector 3, Bucharest, of the offense assimilated to acts of corruption provided for by the provisions of art. 12, lit. b) from Law no. 78/2000 for the prevention, discovery and sanctioning of acts of corruption, of the crime of using the position to favor certain persons provided by the provisions of art. 301, para. (1) from Law no. 286/2009 regarding the Criminal Code, respectively of the crime of forgery in statements provided by the provisions of art. 326 of Law no. 286/2009 regarding the Criminal Code with the application of art. 35 para. (1) of the same normative act, it is stated in an ANI statement issued on Thursday.
According to ANI, during the mayor’s mandates, starting from 2016 until now, “companies for which the Sector 3 City Hall is the tutelary authority, concluded contracts with commercial companies in which members of the mayor’s family hold various functions and qualities”.
YEARS: Contracts between the town hall and the family
The National Integrity Agency lists several such contracts.
“Transport rental contract no. 1450/31.08.2016, concluded between the Administration of the Public Domain București SA subordinated to the City Hall Sector 3, as lessee and a commercial company within which members of the family of the mayor Robert Sorin Negoiță (parents and brother) hold functions and qualities, as lessor The object of the rental contract was the provision of the Mercedes-Benz Viano car to the lessee for a rent of 450 lei/month without VAT for the period 01.09.2016 – 31.12.2018 – total value of 13,401 lei;
Sale-purchase agreement no. 5381/01.11.2018, concluded between SD 3 Salubritate and Deszăpezire S3 SRL subordinated to the Sector 3 City Hall, as the buyer and the same commercial company within which members of the family of the mayor Robert Sorin Negoiță (parents and brother) hold positions and qualities, in as a seller. The subject of the contract was the sale of the second-hand Mercedes-Benz Viano brand vehicle for the amount of 39,874.71 euros, a vehicle that was previously the subject of the above-mentioned rental contract;
Rental contract no. 3537/14.10.2019 concluded between SD 3 Salubritate and Deszăpezire S3 SRL subordinate to the City Hall Sector 3, as a tenant and a commercial company within which members of the family of the mayor Robert Sorin Negoiță (parents and brother) hold functions and qualities, as lessor. The object of the contract was the rental of an area of 2,390 square meters, out of the land with a total area of 48,080 square meters, located in the city of Bucharest. The contract ended on 02.06.2022, its value being 346,979.4 lei.
Rental contract no. 3230/03.08.2021 concluded between SC Algorithm Construcții S3 SRL subordinated to the Sector 3 City Hall, as lessee, and a commercial company in which members of the family of the mayor Robert Sorin Negoiță (parents and brother) hold functions and qualities, as lessor . The object of the contract was represented by the provision of machinery and/or equipment, for a period of 1 year, the amount paid being 31,101.84 lei”, says the Integrity Agency.
ANI also states that none of these contracts were mentioned by Robert Negoiță in the declarations of interests submitted during the 2016-2020 and 2020-2024 mayoral mandates, “a fact that led to the finding of indications of the commission of the crime of forgery in the declarations” .
“According to the law, Robert Sorin Negoiță had the obligation to declare the contracts financed from the local budget, obtained or ongoing during the exercise of the mayoral mandates, by the commercial companies of his first-degree relatives (first-degree relatives mean parents on the ascending line), concluded with commercial companies with state capital”, ANI also states in the quoted statement.
Robert Negoiță denies the accusations
In an intervention on Digi24, the mayor Robert Negoiță denied the accusations brought by ANI, which he considers “aberrant”.
“I assure you there is nothing like that. From everything that (ANI) invents in this matter, there is nothing”, said Robert Negoiță.
He said that he had no contracts to declare in the declaration of interests and that his family did not need contracts with the town hall.
“First of all, that my family does not need such a thing. Never.”
