The rail file is emblematic to describe in three words the bureaucratic problems of Romania, existing for decades. There is no person who has stepped on the threshold of a state institution, without being required to have a track record. Thus, any request for the provision of services from the state is completed with the preparation of the file with a rail that included a lot of documents, many of them useless. Now, Romanians must know that this is prohibited, and if any institution requests something like this, it is breaking the law.
Rails folder has been removed
Nicolae Ciucă, the president of the PNL, recently announced that the abandonment of the rail file from public institutions “is a big step forward that Romania is taking”.
According to the new law initiated by PNL, 9/2023, starting from July 4, central or local public institutions, as well as legal entities with public utility status, are no longer allowed to ask for classic files with or without a rail, as well as file fees.
Furthermore, the institutions have the obligation to receive electronic copies of the identity card on an e-mail specially intended for this purpose.
During Wednesday evening, the president of the PNL, Nicolae Ciucă, stated that the elimination of the rail file is an important step taken by Romania with the aim of bureaucratic evolution, bringing us closer to the developed states of the world.
“The rail file was removed from the citizens’ administrative actions. This term was emblematic of the struggle of the Romanians with the bureaucracy, and giving up the request for it, as well as for other stationery or office items, is a big step forward that Romania is taking, following an initiative of the PNL”, he wrote on Wednesday evening, on Facebook, Nicolae Ciucă.
Since soliciting rail files is prohibited
Starting from the 4th of July, the law entered into force, so that public institutions are no longer allowed to request from public persons or companies the files with track, legalized copies or other documents that were issued by other state institutions. However, there is still a 30-day grace period for institutions to adjust to the new format.
In addition, Nicolae Ciucă announced other privileges, which until now were only a dream, that the citizens will benefit from. According to the PNL leader, this law comes in the face of a better interaction between the state and the citizen, a relationship that until now was disastrous.
“Law 9/2023 has other provisions that simplify administrative procedures: documents issued by public institutions are no longer requested by other institutions, photocopying is free, the legalized copy has been abandoned, and payments can also be made by card.
All these measures were designed by the PNL to improve the citizen’s interaction with the state. The liberal projects of debureaucratization and digitization are necessary in the process of Romania’s integration into the Organization for Economic Cooperation and Development. The OECD includes 70% of global production and trade, but also 90% of the total amount of foreign direct investment worldwide.
We initiated the process of joining this organization on December 15, 2022, when we submitted Romania’s application for candidacy. From that moment, our country began to implement administrative procedures at the level requested by the OECD.
Liberal projects, such as Law 9/2023, bring us closer to the developed states of the world. Thus, we will benefit from easier and more efficient administrative procedures, at quality standards similar to those of the member states of the organization”, Nicolae Ciucă also emphasized.
