CSA Steaua cannot promote to the SuperLiga even at the end of this season, even if it will occupy an eligible place. The Romanian Football Federation issued a statement explaining that the “rules of the game” cannot be changed during the championship. Several Army club officials have suggested there is support from football’s governing body in this difficult matter.

CSA Steaua has already played its first match in League 2 and because it started the season as a public entity and not as a private entity, it does not have the right to promotion even in the middle of next year, as happened at the end of the last championship, when he finished in second place. The team’s fans suggested that the situation could change shortly stating that the Romanian Football Federation has been informed about the negotiations between those who run the club and several investors.
“The Romanian Football Federation did not offer any dispensation to the CSA Steaua club. In fact, for the avoidance of doubt, the FRF cannot grant a one-off dispensation to any particular club (whatever that may be).
As I have stated on other occasions, any request regarding the modification of the legal form, accompanied by the related documents, will be analyzed by the Romanian Football Federation at that time by referring to the regulatory/legal framework in force at that time.
The impossibility of promotion/participation in League I for clubs under public law is an impediment established by a legal norm. There is no restriction for public law clubs to participate in any other competition (including Liga 2 or Romanian Cup) and therefore no possibility to be banned from winning these competitions.
We also reiterate what was mentioned in point 1 above, in the event of any requests by some clubs under public law regarding the change in the form of organization, they will be analyzed at the time by reference to the regulatory/legal framework applicable at that time”. it is said in the official press release of the FRF, published by gsp.ro.
