The President of the National Alliance of Budgetary Unions SED LEX, Vasile Marica, announced that 15,000 people are protesting on Thursday, at the national level, dissatisfied with the measures included in the draft Emergency Ordinance on fiscal-budgetary measures and specified that they affect 22,000 employees from this system. Marica appreciates that no institution will work in the system during Friday. He said that if the government goes ahead with the administration reform discussed in the Coalition, tax agencies in the country will be closed and some taxpayers will have to travel very long distances to pay their taxes. Marica also complained about the lack of trained personnel in the system and the fact that the Executive’s measures would further discourage performance in the administration, cutting or capping revenues. “Politicians only blame us for the fact that there were no collections under the conditions in which they make the Fiscal Code, they make the laws, they force us to make certain legislation”, he added. He also criticized the governors’ proposal to move employees from one institution to another: “You take one from the town hall and put him at customs. Let’s be serious”.
Vasile Marica declared on Thursday that if the system is not professionalized and digitized, there will never be money in the budget.
“(…) In Sulina, all taxpayers should go by boat to get a tax certificate or pay their taxes in Tulcea. In Brașov, there would only be a center somewhere in Făgăraș, and only in Brașov. All citizens of the county should only go to Brașov or Făgăraș. The same thing happens in Iasi and everywhere. This is unacceptable because we too have sworn an oath to this nation and we cannot make fun of it. We also have a responsibility towards them.
They want to do something like this: we combine two functions of chief-of-office and the chief decides who stays. This thing cannot be done. We will win in court on one side and on the other side it is not normal what is happening. In addition to the fact that we do not have young staff, the fact that since 2016 no hiring has been done, the fact that we do not have a law to defend us when we go to inspections. I give an example: 10,000 is little money gross and 6,000 net? I say yes, because a tax inspector who goes to OMV to check and argues with a lawyer who has 10,000, I say yes.
And let me tell you very clearly, if we do not professionalize this system, the ministry and the prime minister and the Government must also understand that if this system will not be professionalized, it will not be digitized, there will never be money in the budget”, said Vasile Marica.
He stated that the finance employees started a spontaneous strike.
“It is not controlled by the union. We want to start the same protest action on the 22nd. Meanwhile, our colleagues got even more angry, they came out in spontaneous forms so that we can see how the Government that I announced controls them. I don’t think that anyone will work tomorrow”, explained the president of the National Alliance of Budget Trade Unions SED LEX.
Asked how many people are on strike, Vasile Marica answered: “At the current time, at the national level, as far as I know, there are about 15,000 people.”

He stated that the problem is a systemic one.
“The problem is fundamentally different from the way these people are treated, the fact that the politicians blame only us for the fact that there were no collections under the conditions in which they make the Fiscal Code, they make the laws, they force us to make a certain legislation. We have no fault in this matter. (…) It is a system, systemic problem.
For years this system was neither funded nor promoted, no career system, and now it comes and overturns what little has been built. (…) First of all, we do not understand what the governors want. To be able to have solutions, I need to know what they want. Do they want to save? With 700,000 lei in the budget because you kick some people out and that’s it?
If we are financiers, I will tell you how things are. From an economy that they say is managed by 8,000 lei, because you kick some people out, budget taxes, health taxes, VAT are lost, which means that around 3 million remain as an economy. This is how money circulates in the economy. They say they saved 8,000″, explained Vasile Marica.
He also announced that 22,000 employees would be affected by the measures prepared by the Government.
Marica also criticized the governors’ proposal to move employees from one institution to another.
“I heard an anomaly, that you take a tax inspector and put him at the Treasury, you take one from the town hall and put him at customs. Let’s be serious. We struggle to professionalize people and these people come and say some bigger aberrations than them. It doesn’t work like that”, Vasile Marica said.
