The Prime Minister’s Control Body completed the control at CSA Steaua. The investigation did not reveal serious irregularities, and the final report emphasizes the fact that there are no clear rules regarding the rental of the stadium in Ghencea. This official document also speaks of an employee who allegedly exceeded his duties. It is most likely Florin Talpan, the club’s lawyer.
The Prime Minister’s Control Body published the conclusions after the investigation by CSA Steaua
On July 20, Marcel Ciolacu announced that he was sending the Control Body to CSA Steaua, after FCSB failed to rent the stadium in Ghencea for the match with Dinamo. Even the prime minister attended this game, which instead of being played with 30,000 people in the stands, was moved to the Arc de Triomphe stadium.
It’s just that the investigation announced with great fanfare “discovered” what was already known: that there was no legal framework under which the Ghencea stadium could be rented. And for that, five weeks of investigations were needed.
“MApN carried out steps, not completed until the end of the control, in order to develop its own regulatory framework for the way of concluding legal acts regarding the provision of the Steaua-Ghencea Stadium on the basis of tariffs”, the report states, according to iAMSport.ro.
The Control Body points out, however, that this is not an obligation, but only a matter that can help increase revenues.
Florin Talpan, investigated by the CSA Steaua club?
In one point, the conclusions of the Control Body’s investigation were somewhat blunter, and there is talk of an employee who allegedly exceeded his duties.
“The aspects regarding the conduct of the CSA Steaua employee must be analyzed and evaluated at the level of the audited entity and the tutelary ministry, considering that all powers regarding a possible disciplinary investigation belong exclusively to these institutions”, the Control Body also pointed out.
Most likely this is about Florin Talpan. The lawyer of the CSA Steaua club made the biggest scandal when FCSB officials announced that they wanted to rent the stadium and even the prime minister referred to him in some of his public interventions.
