Bad news for budgeters. Some growths are cut
It’s bad news for budgeters after what The government announced that he will cut from the increments, according to a draft law published by the Ministry of Finance.
The executive has published in decision-making transparency the Law on Fiscal Measures, with the help of which increases for harmful conditions will be drastically limited.
Thus, in the new law, the Executive limits increases for harmful conditions to 15%, but no more than 1,500 lei per month.

“Art. XXVII 1. The provisions of paragraph (1), art. 13 of Annex I – The occupational family of budgetary functions Education from the Framework Law no. 153/2017 on the remuneration of staff paid from public funds, with subsequent amendments and additions, are amended and will have the following content:
“(1) In relation to the working conditions in which the activity is carried out, dangerous or harmful conditions, salaried personnel can receive an increase of up to 15% of the basic salary but not more than 1,500 lei gross per month, corresponding to the time worked at the respective workplaces, in compliance with the legal provisions in force”.
2. The provisions of art. 7, paragraph (1) letter c) of Annex II – The occupational family of budgetary functions “Health and social assistance” from the Framework Law no. 153/2017 regarding the remuneration of staff paid from public funds, with the amendments and additions later, it is modified and will have the following content:
“c) for dangerous or harmful conditions, an increase of up to 15% of the basic salary but not more than 1,500 lei gross monthly, corresponding to the time worked at the respective jobs”;
3. The provisions of paragraph (1), letter d) of Annex II – The occupational family of budgetary functions “Health and social assistance” from the Framework Law no. 153/2017 regarding the remuneration of staff paid from public funds, with subsequent amendments and additions, is modified and will have the following content:

“d) for dangerous or harmful conditions, an increase of up to 15% of the basic salary but not more than 1,500 lei gross monthly, corresponding to the time worked at the respective jobs”;

4. The provisions of lit. a), of art. 1, paragraph (1) of Chapter VI Regulations specific to personnel in culture, annex III – Occupational family of budgetary functions “Culture” from Law – framework no. 153/2017 on the remuneration of personnel paid from public funds, with subsequent amendments and additions, shall be amended and shall have the following content:
“a) for dangerous or harmful conditions, an increase of up to 15% of the basic salary but not more than 1,500 lei gross monthly, corresponding to the time worked at the respective jobs”, the draft law states.
5. The provisions of paragraph (1), art. 2, Chapter VI Bonuses, awards and other rights, from Annex IV – The occupational family of budget functions “Diplomacy” from the Law – framework no. 153/2017 on the remuneration of staff paid from public funds, with subsequent amendments and additions, is amended and will have the following content:
“(1) For difficult, harmful or dangerous working conditions, an increase of up to 15% of the basic salary corresponding to the employment position is granted, but not more than 1,500 lei gross monthly, proportional to the actual time worked in these conditions” ..
6. Art.4, paragraph (1) of Annex V – The family of budgetary functions Justice and the Constitutional Court from the Framework Law no. 153/2017 on the remuneration of personnel paid from public funds, with subsequent amendments and additions, is modified and will have the following content:
“(1) For difficult, harmful or dangerous working conditions, the staff provided for in art. 1 benefits from an increase of up to 15% of the basic salary or, as the case may be, of the employment allowance but not more than 1,500 gross monthly lei, corresponding to the time worked”.
7. Paragraph (2), art. 12, letter a) of Annex VI – The occupational family of budgetary functions “Defence, public order and national security” from the framework law no. 153/2017 on the remuneration of personnel paid from public funds, with subsequent amendments and additions, is amended and will have the following content:
Increase in hazardous conditions or injury
“a) for dangerous or harmful conditions, an increase of up to 15% of the official salary/official salary/basic salary but not more than 1,500 lei gross monthly, corresponding to the time worked at the respective jobs”;
8. The provisions of lit. a) of art. 10, ch. II – Increases and other rights from Annex no. VII – Specific regulations for staff from public authorities and institutions financed entirely from own revenues, subordinated, under the authority, under the coordination of the Government, ministries and other specialized bodies of the central and local public administration, of those under the coordination of the prime minister, as well as those under the control of the Parliament from the Framework Law no. 153/2017, with the subsequent amendments and additions, are amended and will have the following contents:
“a) for dangerous or harmful conditions, an increase of up to 15% of the basic salary but not more than 1,500 gross monthly lei, corresponding to the time worked at the respective jobs”;
9. The provisions of paragraph (1), Article 1, Point B – Regulations specific to civil servants Chapter I, Annex VIII – The occupational family of budgetary functions “Administration” from the Framework Law no. 153/2017 on the remuneration of staff paid from public funds, with subsequent amendments and additions are amended and supplemented with the following content:
“(1) Civil servants benefit from an increase for dangerous or harmful conditions of up to 15% of the basic salary but no more than 1,500 gross monthly lei corresponding to the time worked”, it is stated in the draft law on some fiscal budgetary measures for ensuring Romania’s long-term financial sustainability.
