In this sense, new construction sites are opening in the Jilava – Măgurele area. What are the new constructions and how will the belt go underground.
A new construction site opens on the Capital Beltway
The Ministry of Transport made an important announcement for all Bucharest residents. From the official we learn that the Technical-Economic Council of the National Road Infrastructure Administration Company CNAIR approved the Technical Execution Project for widening the Bucharest Beltway to four lanes (Lot II) from Domnești (lot 1) to Jilava (DN5).

The official explained that the immediate next step involves the issuance of the Building Permit, and according to estimates, the actual execution will begin in December this year. This landmark moment marks the stage at which the project moves from the planning stage to the practical stage, paving the way to the actual realization of the construction.
The official provided important details about the project that will be worked on starting in December. After obtaining the Construction permit, the responsible teams will be able to start their work.
The Capital Belt goes underground
Ionel Scrioșteanu, state secretary at the Ministry of Transport, explained what the project consists of. Thus, the official says that the main idea is to set up intersections on three levels, to streamline the traffic in the Capital, which is increasingly difficult from year to year:
IIntersecting the Bucharest – DNK Jilava (including the rehabilitation of the passage over the DNK)
Level -1: existing underground passage on DN5
Level 0: fit out right-turn ramps and turning roundabouts and existing connecting ramps with DN5
Level 1: overpass on the belt, laid out in 4 lanes
Bucharest Ring Road Underground Passage – DC16 (Magurele)
Level -1: underground passage on the Bucharest Ring Road, laid out in 4 lanes
Level 0: Provide right turn and U-turn shoulder, maintain link shoulder with DC18 and provide new shoulder to eliminate left turns on DC18

Within the Bucharest Ring Road, also known as the Bucharest National Ring Road (DNCB) in the northern half, the National Road Infrastructure Administration Company (CNAIR) has initiated a new tender for the resumption of widening works to four lanes, on the DN 2-A2 section , including the Cernica passage.
If the signing of the contract takes place in the summer of next year according to estimates, then the opening of the construction site is planned for the spring of 2025. Therefore, this development indicates the existence of two lots of major works that will be carried out on the current belt of the capital.
When the Capital Beltway opens
At the end of this month, the first section of the Capital Ring Motorway will be opened to public traffic. With a length of 10 km, this segment represents only 10% of the total planned 100 km highway.

The builder of lot 2 Nord completed the works on the contracted 19 km, eight months ahead of schedule. However, it is important to note that half of this section will not be open to traffic yet, with the full completion of the Ring Motorway planned in 2026, provided all deadlines are met.
Currently, teams of workers are focusing on the final details of the highway section that will be inaugurated before December 1. This progress in the construction of the highway marks a significant moment in the development of the infrastructure, with the promise of a considerable benefit for mobility in the Capital area.
“Those who did this allotment didn’t go all the way to DN2. They considered it necessary to finish this lot 2 km before DN2, but the remedy is as follows: those who have Lot 3, will have the technical project approved in the coming weeks, which means that they will enter this piece quickly into execution ”, said Sorin Grindeanu, Minister of Transport.
Currently, of the seven sections of the Beltway, five are under construction. The Minister of Transport, Sorin Grindeanu, emphasized that, by the end of this year, approximately 44 km of the total Ring Road (A0) will be completed.
It is expected that starting from the beginning of December, the first 10 km of Lot 2 South, located between Jilava and Bragadiru, will be open to public traffic. The fact that Bucharest is currently the only capital in the European Union without a ring motorway is a notable aspect, and the current progress in the construction of the Ring Motorway brings with it hopes that this deficit will be remedied in the near future.
