In 2023, the Romanian authorities implemented a program with energy vouchers for people in a precarious financial situation. The respective vouchers were granted in two installments of 700 lei each and could be used until December 31. Now, the term has changed.
Pensioners, people with disabilities and Romanians who have to live on a minimum income enjoyed this year an aid of 1,400 lei, divided into two installments. It was offered in the form of energy vouchers that could be used to pay electricity or heat bills, as well as for the purchase of wood, gas cylinders, coal, fuel oil and other types of fuel that can be used for heating for a period of Winter. Beneficiaries could use the money until the end of this year, December 31. Now, the term has changed.

Energy vouchers, valid until March 2024
At the end of last week, an ordinance was adopted that extends the term of use of the vouchers granted this year until March 31, 2024. It is GEO 101/2023 for the modification of GEO 166/2022.
As a reference, GEO 166/2022 established, in the initial version, “the granting of temporary support related to the year 2023 to the categories of vulnerable people, in order to compensate for the price of energy regardless of its nature, namely electricity, centralized thermal energy, gas, cylinder, wood for fire, fuel oil, pellets and other heating materials”. Meanwhile, the above list was expanded once by an ordinance passed this summer. Then, butane, sawdust, coal, briquettes or other liquid or solid fuels were also included.
According to Avocatnet.ro, the value of the support for the payment of energy bills is 1,400 lei, money granted in two equal installments of 700 lei each: in February 2023, for the period January 1 – June 30, 2023, and in September 2023 , for the period July 1 – December 31, 2023. Following last week’s change, the deadline for using the money from the end of this year, December 31, 2023, changed to March 31, 2024.

Who benefits from the energy vouchers
According to the ordinance adopted last year for energy vouchers, beneficiaries can be:
- pensioners of the public pension system, pensioners in the records of sectoral pension houses and beneficiaries of rights granted on the basis of special laws, paid by territorial pension houses/ sectoral pension houses, aged 60 or older and of whose realized monthly income is less than or equal to 2,000 lei, as well as pensioners with a disability pension, regardless of age and whose realized monthly income is less than or equal to 2,000 lei;
- persons – children and adults – classified as severely, severely or moderately disabled, whose own monthly income is less than or equal to 2,000 lei;
- families receiving family support allowance;
- families and single people who have established the right to social assistance.
In the case of those who fall under the conditions listed above several times, the aid will be granted only once.
