The deputy mayor of Braşov, Sebastian Rusu, found his office in the town hall sealed on Tuesday, after he was announced a week ago that he had received duties related to the functioning of cemeteries and that he would receive an office in the cemetery. Rusu contested the act issued by mayor Allen Coliban (USR) regarding the new attributions and broke the seal, which he considers to have been applied illegally.
“Today, when I came to the office, I found a seal on the door. The reason is an e-mail sent by the mayor when he was on a delegation or vacation in Barcelona for a week, that I don’t know which delegation lasts a week, and he gave me an e-mail saying that I had to move to the cemetery , because he set up an office for me there. I received that e-mail from Saints Michael and Gabriel, on my name day, a great celebration of Christianity, and I found the seal today, also on a day of great celebration, the Entry of the Mother of God into the church, a sign that Mr. Coliban has an extraordinary desire to do harm and illegalities on holidays,” Deputy Mayor Sebastian Rusu, who is also president of the PNL Braşov municipal organization, told News.ro on Tuesday.
He explained that the email he received from Mayor Allen Coliban indicated that he had been delegated duties related to the cemetery and, in order to better fulfill these duties, he would be given an office there.
“Only that those duties do not require my presence 24 hours a day in the cemetery, one at a time. And, hand in hand, a deputy mayor, even if he has no duties, still does things”, says Sebastian Rusu.
The vice-mayor also said that, moreover, the cemetery where he was assigned the new office is, in fact, “a service within the RIAL company, a company of the City Hall that has a director and which is subordinate to the other vice-mayor, Mrs. Boghiu (Flavia Boghiu , member of USR – no)”.
“The RIAL society is subordinate to Mrs. Boghiu, the Cemetery Service wanted to give it to me by Disposition, but this service is part of that society, I have nothing to coordinate there, because the head of cemeteries is subordinate to the director of RIAL . I, what I can do, is to sign the concession documents”, Sebastian Rusu also showed.
The deputy mayor broke the seal
Sebastian Rusu notified the prefect about the order issued by the mayor regarding his delegation as coordinator at the cemetery and added that he broke the seal on the door of his former office.
“As long as there is no administrative act, I come to the City Hall office. In addition, my office is in the municipality of Brasov, we are not tied to any cartels or offices, as Mr. Coliban thinks. I entered the office in the City Hall, I removed the seal because that seal has no legal basis, it was applied by the Administrative Service following the reorganizations in the City Hall and the discussions with Mr. Coliban. For me, the only way we can operate legally are administrative documents, the e-mail sent by the mayor is not an administrative document. The mayor’s provision regarding the delegation of some attributions is also, like any provision, subject to appeal and challenge. For the time being, we contested the Order to the prefect and a preliminary complaint was also made to the mayor, which will go to litigation”, added Sebastian Rusu.
According to the deputy mayor Sebastian Rusu, the mayor Allen Coliban is “disturbed” by the fact that the liberals make public the “problems related to legality” found by the Court of Accounts following the controls in the City Hall, problems such as the damages related to the financing of FC Braşov, or related to the spaces placed at disposition of the club.
“Being a voice and a supporter of transparency, I brought all these things to light,” says Sebastian Rusu.
At the request of News.ro, the spokesperson of the Braşov City Hall, Sorin Toarcea, expressed the institution’s point of view regarding this situation.
“Since the deadline set for the release of the office had expired, the Administrative Service sealed the premises. The new office of the vice-mayor is furnished and available”, Braşov City Hall reported.
